Canterbury Park would like Minnesotans to believe that it's a struggling little horse track that might just go out of business if it's not permitted to install thousands of slot machines. Like tracks across the country, company officials are using these fiscal-scare tactics to browbeat legislators into allowing them to operate a full-blown casino.
