The incident happened in the backup caused by another crash in the Lowry tunnel. The striking vehicle in the second accident attempted to take off and the trooper jumped in. Other troopers eventually stopped the fleeing car with their coworker inside.
The driver was arrested and the trooper suffered a hand injury during the stunt.
We'd assume troopers aren't instructed to jump into a suspect's car, but the effort to get this person arrested is impressive.
