James Scott Miller charged with threatening to use Somalis as "target practice"

James Scott Miller said he'd be happy to use Somalis as "target practice."

Miller appeared in court yesterday on a felony charge of making terroristic threats. The 49-year-old Miller, of New Hope, posted his comments on Craigslist in response to an advertisement for a Somali cultural event to be held at St. Cloud State on March 20. Here's exactly what happened as described in a criminal complaint filed in Stearns County:

Shortly after the initial posting, an individual later identified as James Scott Miller, DOB 9/15/60, the defendant herein, replied to the post and stated "I'LL BRING MY RIFLE. I'LL GLADLY PAY $10 FOR TARGET PRACTICE."

St. Cloud police investigators were able to identify the man and spoke with him. Miller explained that he "lives in an apartment complex in Hennepin County with a large Somali population and was angry at them because he felt that 'they have no respect for anyone else in this building.'"

The bond was set at $50,000. Miller posted bond yesterday, and is now facing up to five years of prison time and/or a $10,000 fine.
