Rolando Ruiz settles Taser lawsuit against Minneapolis, Tim Dolan

​The City of Minneapolis will pay Rolando Ruiz $75,000, and cover his legal fees, to settle his lawsuit against the city and Minneapolis Police Chief Tim Dolan. As part of his deal, Ruiz will drop his lawsuit against the city and Dolan, but not against Officer Todd Lappegaard, who was fired in January.

The 18-year-old man filed the lawsuit after Lappegaard used a Taser on him during an arrest in April 2009. Video released of the arrest in November shows Ruiz standing still, his hands on the hood of MPD squad car, and Lappegaard standing behind him and Tasering him in the neck.

Lappegaard said the panel that investigated the incident didn't speak to all the officers on the scene that night, and that the investigation was rigged against him as punishment for "unflattering reports" he had made about the department in the past. He wants his job back.
