Rolando Ruiz settles Taser lawsuit against Minneapolis, Tim Dolan

• Doesn't matter if Ruiz was told to put his hands behind his back, get on the ground or hop on one foot. He was not showing any aggression before Lappegaard tasered him. Also don't forget he was the one who ran a SUV off of the road into and killing a jogger. He should have been let go back then.

• TASERS are effective self defense weapons.

• A letter send to the Independent Business News Network: Dear IBNN, I not only agree with your concerns I too question the Administration at MPD. This is my dad's account. He was a Lieutenant at MPD and passed away a few weeks ago. I am going through his belongings and his posts and am appalled at what I have found. My Dad has a complete file on the Anderson, Garmen, Adams, Lappegaard, Appledorn and other cases. The firing of Anderson is questionable. Why was he given a commendation and officer of the year award and fired several months later? Garmen was terminated after being accused of taking a cell phone and using it for personal use although all calls were to numbers programmed into that cell. It seems the calls were made to gather information on other drug dealers. A Sergeant still at the department was caught with personal property in this same case which he was using at his home but he was not reprimanded. Adams received a large sum of money for prejudice within the department yet he continues to run a drug house in NE Minneapolis and work outside jobs while on duty. I thought this entry was odd as they were always friends. Lappegaard appeared to be the most recent case. According to reports and affidavits in the file, Lappegaard who has no history of brutality told an irate felon who was excavated off the 2nd precinct by several officers to get on the ground. According to this file this officer is very soft spoken and could not be heard on a video but two officers were heard yelling at the felon to get his hands behind his back. No investigation was done but the administration stated excess force was used on a surrendering subject. Appledorn who kicked, punched, sat on and tased a spread eagle subject with barbs remains on the force although she ranks 15th in brutality complaints. My dad was putting these cases together for those officers that were terminated showing not only reverse discrimination throughout the department but the discrimination against heterosexuals - not necessarily minorities. I couldn't understand why my dad, who was as ethical and honest as the pope would use a pseudonym. After reading through his posts and these files I believe he was afraid he would lose his own position if he came forward and questioned his superiors. His guilt and dedication of fellow officers must have gotten to him. Why else would he put this information together for them. I think if he knew he was dying he would have been very comfortable being a whistle blower. Hopefully all of you in Minneapolis will get answers. I read enough of these files to make my blood boil. I hope my Dad's research on these cases will raise valid questions of MPD Administration and help his fellow officers. This was my final project before I return to Indianapolis. I will be taking down all accounts by the end of next week. As he also gave me a pseudonym I will sign off as Noah. # # #

• I'm a "tie goes to the runner" kind of guy in police force cases...Cops have a tough job and I wouldn't want to do it. Most of the time, I think cops should get the benefit of the doubt. Despite the hysteria of all the CUAPB clones, and the way the Strib laps up their phony charges, I think MPD does a pretty good job. As a cabbie here and in Chicago, i can tell you that the cops here are pretty docile in tough situations. But this is REALLY clear cut case where the cop is out of control--torturing this mope. The fact the the police union is defending the now-fired cop shows how out of control the police union is...

• Lappegaard is a 'victim' of his own nativity in that he readily accepted the tasers-R-fun sales pitch made by the stungun salesmen. Serious, you only have to watch the video to instantly realize that what is shown is pure evil to its very core. The fact that Lappegaard doesn't 'get it' is frightening. He should not be trusted to do police work. Sorry.
