Minnesota GOP wants it to be illegal to carry cash if you're poor

Kurt Daudt wants to crack down on cash for poor people
For a political party that keeps harping on Democrats for trying to control people's lives, Republicans in Minnesota sure are doing some weird things. First, they want government to control decisions made between pregnant women and their physicians. Now they want to make sure that poor people never have more than $20 in their pockets. Poor people can't be trusted with cash, it seems.

A bill introduced by Rep. Kurt Daudt (R-Crown) would prohibit people who use EBT cards--government assistance on plastic--from withdrawing cash at ATMs with the cards, except for $20 per month.

We haven't been able to reach Daudt yet, but Angel Buechner of the Welfare Rights Committee is not amused.

"The Welfare Rights Committee would like to state that this Bill, House File 171, is not based in any common sense or fiscal responsibility," Buechner said at this week's hearing on the bill. "It is appears to be based on knee-jerk, ignorant bias and a desire to stigmatize the poor."

The bill (see the text here) would require cashiers to ask for photo ID and prohibit EBT-card holders from purchasing alcohol or cigs.

Gottwalt.gif
Steve Gottwalt (R-St. Cloud) thinks $20 is enough for the month
As things stand now, people using EBT cards are allowed to withdraw cash, which works out well for them because a lot of stores don't have EBT hook-ups. If the bill passes, all those stores would have to get EBT connections, or poor people using the cards would have a limit on where they could shop.

We reached Jodi Boyne, director of public affairs for House Republican Caucus, and she confirmed that the intent of the bill is to crack down on public money used for bad stuff--those alcohol and cigs again--and actually, in some cases, at a casino, according to this KSTP news report.

"There is documented evidence that these cards have been used for fraudulent purposes, and it's looking at addressing that," Boyne says.

The KSTP report was the reason Daudt launched his bill--watch this video to see the report--and he is not the only Republican supporting it. A whole host of his fellow GOP-ers have signed on, as you can see here.

I work at a convenience store that accepts EBT and you would be surprised at the number of people who try to purchase things using the food stamp portion on their EBT cards that they aren't supposed to. Then if you tell them they can't purchase it using food stamps they get rude and argue and yell because they can't use it. I've used food stamps in the past and I used it to buy FOOD not processed junk. The amount of Red Bulls we sell to EBT users on food stamps in astronomical. Red Bull is currently the only energy drink you can buy using food stamps. But people continually try to buy ready to eat foods. I am always amazed when people buy cigarettes or beer using their EBT cash.  I've always thought that shouldn't be allowed. However as to denying use of ATM's and then only $20 a month that is completely unrealistic. Has Red Daudt tried to live on $20 a month. I only used EBT cash once in the past and then only until I found a job and I used the money to pay bills so I had to withdraw it all to put in my checking account to pay bills, but then I never withdrew money from an ATM in a casino either.

I'm WAYY late on this blog, but with the Goverment Shut down getting close I thought I would add my opinion.   I favor Democratic Politics more than Republican but I will say this... EBT, formally known as FOOD STAMPS, should be for that purpose... FOOD!!!! Why do you need to withdrawl cash in the first place? All grocery stores and most small mom&pop shops accept EBT, where is there a need for cash whether it be $20 or $200!??!?!?!?! I don't believe there should be a limit on where they can shop, but there should be a LIMIT ON WHAT THEY BUY...... Cases of soda, Doritos, candy bars, ice cream.... JUNK!!! Food stamps, i'm sorry, EBT, should be for necessary items, not to support somebody's junk food cravings. As an every day person I know about sacrafices and I might have to pass up on the Ice Cream because it doesn't fit in my budget, but yet I watch the person in front of me at Cub Foods ring up Lobster and Steak and the GOOD potatoes (I don't mean russets) with MY TAX dollars and I'm behind them with hard earned money, less the tax dollars that bought their meal, with a pound of ground beef and a box of instant potatoes.

Don't get me wrong, I am not opposed to government assistance or people that use government assistance; however, I believe the assistance is being misused and abused. I see it every day!!!!!!!!!  I wish somebody would write a blog about the issues w/ Child Care Assitance too... Parents laying around all day, unemployed, not active in job search but yet continually BRAGGING about their assistance extensions they receive, while our tax dollars pay for their kids to sit in daycare from 7:30AM to 5:00PM. True story! I've seen parents literally wait outside of a daycare until 5 o'clock on the DOT before picking up their children and they happen to be wearing he same pajamas they were wearing when they dropped the kid off at 7:30AM.

Ahhhhh..... they joys of life!

You people sicken me. Newsflash: We as a country are just starting to recover from a painful recession in which many people lost both homes and jobs. Some people lost everything, and you jerks would begrudge them using the safety net because a few folks take advantage of the system.

Full disclosure: I'm 30, have earned my BA, and worked since I was 15, including full-time while also a full-time student. I paid taxes the entire time. Had my first child when I was 28, left my job to move back home and have my baby. Right when I did so, the recession hit hard, and eventually I had to go on public assistance.

What kills me is that you folks act like getting public assistance is somehow living the sweet life. The food allocation is sufficient, but the cash assistance is utterly paltry. Here in MI, you get less than $500 a month. Don't get me wrong, I was grateful to get it, but try paying rent, heat, lights, buy clothes, and gas/bus pass with $500 a month.

The poor are not all parasites. Most that I know on public assistance would be absolutely thrilled to find work. Heck, $10.00/hr is considered good pay to most of em.

I dunno about WI, but here in MI, there is a lifetime cap of 36 months in which one can draw public assistance. So, at least in this state, the "welfare queen" concept is a myth. Doesn't stop MI wingnuts from complaining anyway.

Get Real
Get Real

Sounds like a good plan to me. If they don't like it they can 1) Move back to Chicago or Gary or 2) Actually get a job.

BertinaL
BertinaL

Why is the term "poor" used here when that is inaccurate? It is the parasitic welfare recipients this bill would apply to. The intent of the bill is to prevent the parasitic welfare recipients in Minnesota from using taxpayer money to buy alcohol, cigarettes or make ATM withdrawals at casinos. Now since I work and receive no public assistance I can buy all the beer and cigarettes I want... and I can spend my whole paycheck at the casino. If you are a parasitic welfare recipient and you don't like that - get a job --- maybe you will need to get two jobs -- but I sure as he!! don't feel sorry for you that you can't spend taxpayer money on anything but necessities.

Skizzo333

Wow- You people are idiots. You twist the words around so much it makes me sick. People on welfare are allowed to have as much cash money as they want but not allowed to take more than 20$ of money paid by YOU out of an ATM. If you really want to help go take your paycheck- cash it- and walk around giving away your hard earned money to people who abuse a system designed ti help them.

Ugh. Does anyone here actually do some research into this or just believe everything you hear or read? This i obviously a lie! If you actually look into this it says they can only withdrawal $20 a month from that card, now, I do agree that that is unfair but nowhere does it say that it would be illegal to carry more than $20.

Once again, the disturbed liberal doofuses of America launch into a rolling puke by making stories up.

The legislation allows people who get benefits to take up to $20 per month at a time using their EBT cards. This is to crack down on fraud.

Then again, liberals have been defrauding America for years, so why not make stories up and get their obviously sicko crowd all riled up?

Read the fucking legislation, you idiots. It does not say what you think it says.

More outright LIES and biased reporting from the pro-Democrat left. And an example of how biased news gets spread throughout the leftist media - start with a misleading headline, and then go from there - in the meantime, the original story is premised on fiction and misstatements but who cares?

The KGB used this method all the time in the propaganda battle during the Cold War, and the Democrats have learned well from this - birds of a feather.....

And that's really the truth, isn't it? Democrats lie - the bigger the lie, the better - this story is a terrific example of how they do this. The student vote issue in Maine is another good example. And it's also in what the Democrat allied media doesn't say - like when it failed to report about Union paid doctor's giving out notes excusing teachers from work - not a peep from the democrat media. Fortunately, we have the comment board to at least to some extent let people know about the LIES spread by Democrats.

Again, the law:

"During the initial 30 calendar days of eligibility, a recipient may have cash benefits issued on an EBT card without the recipient’s name printed on the card. This card may be the same card on which food support is issued and does not need to meet the requirements of this section.(c) Notwithstanding paragraph (a), EBT cardholders may opt to have up to $20 per month accessible via automatic teller machine or receive up to $20 cash back from vendor."

Yes; However, a Democrat announced yesterday on the radio that she wants all flags made illegal to fly in residential areas. Why? She claims it has nothing to do with patriotism, but rather the flags make a flapping sound in the wind. We have to put up with regulation, regulation, regulation, regulation from Obama. Now this? How about the sound of the wind turbine blades. Cars, motorcyles, airplanes. I say ban them all.

Matt
Matt

This is piss poor reporting. There is nothing like this in any proposed law. I assume no one on here actually read the bill? Here is the section in question:

"During the initial 30 calendar days of eligibility, a recipient may have cash benefits issued on an EBT card without the recipient’s name printed on the card. This card may be the same card on which food support is issued and does not need to meet the requirements of this section.(c) Notwithstanding paragraph (a), EBT cardholders may opt to have up to $20 per month accessible via automatic teller machine or receive up to $20 cash back from vendor."

Nothing about limiting how much someone can carry in cash.

But hey, it's easier to be told what to think than to think for yourselves, right?

All this political chest-thumping over a fake story...Another unhinged DemLib [Erin Carlyle] is caught in the morass spread by a lie from another unhinged Collectivist DemLib [Susie Madrak@ Crooks & Liars]...True it happens on both sides, nevertheless there seems to be a sinister casualness on the political Left, that leaves them unashamed & defiant when caught...

Still have doubts that the story is bogus...Here's another DemLib [Lee Stranahan] that refuses to propangandize his beef with the Right... http://leestranahan.com/?p=111...

You members of the lamestream media just won't stop. Do you know how fun it is to pick on the poor? It's seriously like the funniest thing you can do. Tea Party Republicans like me are leading the fight against the truly dangerous; namely women, gay people, the poor, and NPR. Let us not forget the words of Jesus: "Kick the poor when they are down, for they are weak and stupid." I think bills like this show what Republican values are all about. Any Questions?

Lisa, how did you 'get pregnant' and where is the father?

Remember Remember
Remember Remember

You're correct about the headline...completely misleading.

But where do you get the idea that the legislation is unfair? The government can pretty much set all the rules when they're doling out funds. Who are you gonna fight? They control our lives, lock, stock and barrel. And neither you...nor ten million voters...are gonna change it, because you don't think you can.

You just piss and moan and five minutes later you're wondering what you're gonna have for lunch.

Either DO something or quit posting about this worthless bullshit.

Oh, by the way...Erin doesn't give two shits about poor people, I can guarantee it. No liberal does. They just have a guilty soft spot for people of meager means. They don't really want to deal with the poor. One reason is, they have no solution to building wealth for these people. Another reason is, they have the same social impulses as the wealthier people. In other words, they don't want to waste their time on people of lower station in life because there is generally no personal return on it. They just want to bitch about rich people having money. It's merely envy...pure and simple.

Michelle Bachmann
Michelle Bachmann

Another graduate of the Rush Limbaugh school of debate. I love it. Way to show the truth and purity of our cause. I bet if you and Erin were debating in real life this would end the debate. I bet she'd get some dumb look on her face and walk away, knowing she has been bested by the best in conservative thinking. Bravo.

Where was this - we don't want to stoop to their level - if you are going to make a claim about Democrats, then put in some facts. Democrats lie - but if this story is true you need some facts to back it up.

Matt, this "writer" is just a wing-nut. He's not a journalist or a professional. Incendiary headlines that are calculated to snag search engines and fellow choir members are the name of the game with these guys.

He probably can't even understand the legal wording in that bill, if he even read it in the first place.

Nothing meaningful to see here.

Uh, you got the message all wrong...let me correct it for you:

"You members of the mainstream media just won't stop. Do you know how fun it is to pick on the poor? It's seriously like the funniest thing you can do. Democrats are leading the fight against the truly dangerous: namely fetuses, Christians, children, gun-owners, and other people. They truly hate these people. Instead, Democrats and their liberal friends defend Muslims, Muslim terrorists, abortion doctors, mass murderers, death row inmates, criminals, and Obama, the biggest criminal of all. Let us not forget the words of Nancy Pelosi: "Kick the people when they are down, for they are weak and stupid." I like her other "best" quote: "We have to pass the bill so you can see what's in it." I think that kind of shit like this show what Democrat and liberal values are all about. Any questions?"

How about we stop taking care of people that are capable of working? How about women stop having children they cannot support?

Wow... judgmental are we? What happened to the child's father is nobody else's business. No where do I see where Lisa said she "got pregnant"...I assume she "got pregnant" the same way all women do! She said she had her first child at 28, she is clearly a mature adult and capable of being a good parent, If more people would mind their own lives and let others take care of their own life as well ("live and let live") the world would be a better place...but no...everyone wants to control their neighbor....

heard it on local radio Mpls, MN. It was either 100.3 FM or 1280 AM. You may be able to access program history on line - per subject. Since I heard it, I guess you can call it "hear-say" if you want. Plenty of people who are capable of working cannot find jobs, or are forced to take jobs that do not effectively support them or their families. it's the economy, stupid.

Also, how about the same people pushing this bill (Repubs!) agree to continue supporting services like Planned Parenthood so that women can better prevent pregnancies? there is so much hypocrisy here.
