The governor declares a state of emergency.
Gov. Mark Dayton has signed an executive order declaring a State of Emergency following Sunday's tornado in north Minneapolis, keeping the state's emergency response program in force, and moving the state one step closer to securing outside financial assistance.

Minneapolis Mayor R.T. Rybak issued a similar declaration on Sunday, and the City Council ratified the declaration in an emergency meeting on Tuesday.
