Mark Dayton declares state of emergency over Duluth flooding

Heavy rainfall has thrown the Duluth area into chaos, turning roads into rivers, leaving hundreds without power, and drowning several animals from the Superior Zoo.
According to the Star Tribune, water levels have reached nine inches in some parts of the area.
The flooding has become so dangerous, Dayton has officially declared a state of emergency, ordering disaster aid to the Aitkin, St. Louis, Carlton, Cook, Dakota, Goodhue, Lake, and Rice counties.
