Chris Fields' first TV ad makes a strange accusation against Keith Ellison [VIDEO]

Over the weekend, Chris Fields released his first television ad. And as has been the case with much he's said during his campaign, it doesn't make a lot of sense.
The ad begins by pointing out that Minneapolis has the largest black-white unemployment and education gaps in the country, and then tries to connect Rep. Keith Ellison to those unfortunate realities in a strange way.
Here's a transcript (emphasis mine), followed by the footage:
Chris Fields: I'm Chris Fields and I approve this message.
Narrator: Minneapolis has the worst unemployment gap between blacks and whites in the entire country. Minneapolis also has the worst achievement black between black and white students in the entire country.
Keith Ellison is the congressman who represents Minneapolis on Twitter. It's no wonder Keith Ellison can't focus on Minneapolis.
Chris Fields: I'm Chris Fields, and if I'm elected, I'll provide the leadership and focused attention needed to move us forward. We can do great things when we come together.
It's true -- Ellison has a Twitter account and has been known to use it. In fact, the same is true for Fields. But how does do either of those facts have anything to do with Minneapolis' employment and achievement gaps?
