Duluth officer Richard Jouppi brutally beat a drunk man in a wheelchair [VIDEO]

Jouppi went ballistic after a man in a wheelchair clawed at his face.
Duluth police officer Richard Jouppi, 34, has been placed on paid administrative leave and is under criminal investigation after brutally beating a drunk man in a wheelchair at the Duluth Detoxification Center on September 21.

Jouppi's victim, 50-year-old Anthony Jackson of Duluth, was originally charged with felony assault for reaching up and clawing at Jouppi just before the officer unloaded a flurry of punches to his face. But that charge was dropped after the St. Louis County Attorney's office reviewed footage of the altercation, which you can see for yourself below the jump.

According to the Duluth News Tribune, the Duluth PD wants to see Jouppi charged with misdemeanor fifth-degree assault.

The video seems pretty cut and dry, but Fredric Bruno, the Minnesota Police and Peace Officers Association Legal Defense Fund attorney representing Jouppi, says there's more to this story than meets the eye.

Bruno, speaking of Jackson, told the Tribune:
This is not a helpless guy in a wheelchair. He had trashed his room in the public facility he was living in. He was taken forcibly to detox and alluded to the fact that he had a .38 pistol and a .45 pistol. He punched Officer Jouppi, disorienting him. He was a subject being subdued. He's (Jouppi) got some concerns about him. The guy (Jackson), at a minimum, should have a disorderly conduct at the facility, probably a terroristic threat against detox staff and probably a fourth-degree assault against Officer Jouppi. He's not exactly a sympathetic character as he's being portrayed.
The Tribune reports that Jackson is able to walk, but was in a wheelchair when officers arrived at his apartment on reports he was extremely drunk and had been in two fights that night.

In a police report, here's what Jouppi had to say about the detox facility incident:
I controlled his right arm at the elbow in order to prevent Jackson from (following) through with his threat to strike a staff member. Jackson quickly swung his left hand and struck me in the face near my left eye forehead area which caused me to experience pain. I sought to take Jackson into custody and delivered two strikes to Jackson's face as it was the only target presented to me at the time and in order to keep him from delivering more strikes. I flipped the wheelchair onto its handles which brought Jackson's back down to the ground. Once on the ground we were able to turn Jackson over and place him into handcuffs.
The Tribune reports that if criminal charges are indeed filed against Jouppi, it will likely cost him his job. In March, Jouppi signed a "Final and Last Chance Agreement," which stipulates: "Any future acts or omissions which violate public trust and/or violate (police policy) will be deemed an act of gross insubordination justifying termination."

That cop is a burn out and should be fired. The guy was drunk and annoying but didnt deserve 3 knockout punches to the face. That punk cop was ranting that the guy was pretending to need the chair to cover his ass, He knew he went overboard trying to subdue the man. I dont care how drunk and disorderly the man was he is not a punching bag. Even the nurse knew he had gone too far- so she said something and the punk cop barked at her. Hes a punk and can no longer serve and "protect"

This why most people have ZERO respect for cops. They're ALL ego maniac's and yes, when the time comes and that pent up rage swells. They kick some poor bastards ass and say it was all in the line of duty? Did he really have to go that far? I think we all know the answer. Where else are these cops supposed to exert their pent up rage and frustration with society at large? - A gym? A counselor? Therapy? Sex? Drugs? Rock n' Roll? Masterbation or Vacation? Sleep with the Lieutenants Daughter? Take some E from the evidence locker?

 

Maybe it comes as a surprise to some, but these younger fresh'outta'the academy bro's look to beat up low lifes for bragging rights....and in a society of degenerates who sit in rooms for hours on end playing virtual violent games it's no surprise they are the ones defending cops hell bent on using their fists instead of their mind.

What got me was when the cop yelled at the girl "shut up or I'll lock you up too."  That is an abuse of power!  The other part is no where in police training does it say slap the shit out of the perp, this officer was clearly frustrated and snapped, if only a little. It happens to the best.

The staffer at the Detox center is clearly appalled by the cop's violence.  The man is obviously extremely intoxicated and incapable of much of anything.  The cop is forcing the man's arm into a painful position and the man stupidly retaliates.  What the cop unleashes is clearly over the line.  The fact that the cop has already had to sign a "Last Chance" agreement shows that he has a serious problem with the responsibilities of his job.

 

Yes, the drunken man is out of line.  That's why he has been arrested and brought to Detox.  The police have to deal with these people all the time.  That's why not everybody can be a cop.  This officer obviously cannot be a cop.  The staffer's reaction is all the proof you need.  She deals with people like this all the time too, and also deals with cops, and she clearly thinks this cop is way out of line.

Here is the deal: when you throw a punch at a cop, expect to have your ass handed to you. Maybe if this guy wouldn't have drank 9000 cocktails, fucked up his "publicly funded" facility he was living in, didn't threaten the cops with guns, didn't trash the holding cell he was in, and didn't throw a punch at a cop, this would have all been avoided.

Stop making excuses for cops "having to put up with this or that". They know what they are getting into, and they CHOOSE to get into it. The fact is they enjoy it. They enjoy telling you what to do. They enjoy messing with your life. Probably because they hate their own.

 

Either way this has been the summer of bad cops caught on tape, every other minute they are doing the same thing, just they are not getting caught. We need to fire those hiring these cops first, then flush 75% out and start again, with community service officers, not riot police.

I think the focus is that more and more the folks who are to protect us are abusing us. Corruption, drug rings, predatory behavior, looking up records not related to their job etc. And! The cop should have put him on the ground, face down, knee in back and cuff him. Dude was out of line, but the cop sunk to his level. Protocol went out the window and ego took over. Testosterone is a helluva drug.

Cops can't even go home at night and have family time, because people come over with oh my son this or oh my husband, the cops put up with a lot!!  Regardless of the intoxicated man's reaction, he posed no threat to the policeman. He clearly pushed at the policeman's face, it wasn't a punch. A policeman that knows how to handle the situation would've just zip-tied, or simply cuff the man and have him charged with the assault. This cop must think he's a real tough guy hitting a wheelchair bound man. If the cop gets charged, he will be fired. There is no place in society for this kind of cop. This fuck is a disgrace to the badge and a bad example of a policeman.
