Another photo of a second St. Paul cop crossdressing as a Muslim woman surfaces

Officer Jim Lee's 2010 Halloween costume is making waves more than two years later.
St. Paul cops apparently get their jollies dressing up as Muslim women for Halloween.

Last Friday, a photo purported to be of St. Paul officer Jim Lee wearing a hijab and blackface mask was unearthed on Twitter. Just seven days earlier, a similar photo of St. Paul officer Robert Buth also made the social media rounds.

Buth apologized to "anyone who may have been offended" by his photo. Now, in the wake of the discovery of Lee's photo, which was apparently taken in 2010, the St. Paul PD is promising changes.

After a second photo surfaced this week of a St. Paul police officer dressed in a Muslim woman's clothing, apparently for Halloween in both cases, Police Chief Thomas Smith has ordered an internal affairs investigation and is planning changes in the department.

Smith said officers will be retrained in cultural matters. He also has recorded a message to be circulated department-wide about the oath of office that officers took, conduct unbecoming an officer, and the dangers of officers using social media.

"I don't care if they're on duty or off duty, anything that can reflect poorly on the image of this department or this city, it's not going to be tolerated," Smith said Friday, Feb. 8. "They can have private lives, but they're still officers and they have to earn that badge every day."
The photos were also denounced by St. Paul City Council member Melvin Carter.

"The actions of the officers depicted in these photos are offensive and embarrassing," Carter said in a statement. "Mocking culture, skin color and religion for a laugh may seem trivial, but any behavior that violates the sacred, essential trust between our officers and residents is reckless and inexcusable."

But St. Paul Police Federation President argues too much is being made of the photos (Titus, it should be noted, has a history of publicly supporting officers whenever they get in trouble).

In a statement, Titus said:
St. Paul police officers bring a level of professionalism to the job, as high as you will find anywhere in the country. Officers also have personal lives, just as any citizen. Halloween to most is about being something you are not, laughing at one's self and individual expression. Many Halloween customs could be considered offensive; that does not mean the custom was created with ill intentions. No disrespect was intended.

We dress like cowboys and native Americans and pioneers and nuns and priests many other type of people all in fun, but only when you dress like a Muslim then you are called a racist and offensive. Islam is not a race, but they seem to be the easiest offended.

Dani, I encourage you to argue with me. You probably have views that I have not encountered. I could learn from you. You could learn from me. And Amy for that matter. You should share your personal reasoning for your views. Personal reasoning holds more wieght than acquired reasoning. Your personal story is both more interesting and more compelling than informatics. I share my personal experience because it lends real credibility to my views. I have seen with my own eyes... You have seen with yours as well. You had a black dad from Mississippi? That is far more compelling than, hey you are wrong cause I read that somewhere once. That is the kind of conversation that compels others to read and care about your views. And if you didn't have a black dad from Mississip, well, its still a good story. It is people like Swearenge and Dani who are the real racists. If you read between the lines they are saying "Don't worry racial minority. I know you are too weak to defend yourself, too thin skinned and fragile to take a joke, to accept a caricature, to be satirized. Don't worry fragile, weak, helpless minority. I will defend you." What about kids in church plays are they being anti-Semitic by dressing up as bible characters? The MN Vikings, the Notre Dame Fighting Irish, San Diego Padres, Pittsburgh Pirates, Boston Celtics, Vancouver Canucks, These are all cultural caricatures that don't raise an eyebrow. At some point we may need to defend these police officers first amendment rights. Satire is an important tool for criticizing culture. Forcing women to wear burqas or hijabs is certainly fair game for criticism.

There are no people that were here before Europeans, Asians, and Africans colonized this land. They have all been dead for a very long time. Anyone that was born here is native to this country despite race. So what? The Indians were here first. Who cares? Which tribe was here first? Should they be the only Natives? One of my grandpas was Cherokee the other was German. They were both native Americans. And the word Gypsie isn't offensive. It's just that they are known as the Romani. But their people were never Roman! Oh my God! They are offending the real Romans in Italy with their countries name! There might be 2 Vikings on the MN Vikings. The rest are black. I never heard of a black Viking. Dani says that white people are disconnected from culture. What culture are they disconnected from? German? We aint in Germany. Irish? We aint in Ireland. We are in the US. We have a decidedly US culture which we are not disconnected from, and neither is Dani even if she wants to be. Coffee shop education always screams at everyone else for being narrow or ignorant. Stay angry. Stay hurt. It's not your own responsibility. It must be the fucked up American system that makes you so easy to offend. If only every one thought like you the world would be better for you. Yeah well, we don't think like you so, fuck you.
