Fulton, a 72-year-old Minneapolis resident, responded to an online escort ad. But after agreeing with a woman to exchange money for sex, he found out that the ad was actually placed by the St. Paul Police Department and the escort he thought he was dealing with was really an undercover cop.
According to the Star Tribune, Fulton retired from the health department in 2010 after 22 years as its head. The Pioneer Press reports that he's currently on the board of Teenwise Minnesota, an organization that works to promote adolescent sexual health, prevent adolescent pregnancy and gain support for adolescent parents.
In an interview with the PiPress, Fulton said he's "humiliated" by his arrest and "will be seeking treatment for my issues."
"It was a stupid thing to do, and I need to rebuild trust with my family, friends, and the community," he added.
Fulton, who has no previous criminal record, was cited for a gross misdemeanor count of engaging in prostitution.
