Thong Cape Scooter Man isn't breaking any laws, Madison cops say [IMAGES]

Sure, Thong Cape may not be easy on the eyes, but it's a free country after all.
Minneapolis has Scott Seekins. Madison has "Thong Cape Scooter Man." In sum, score another victory for the City of Lakes.

Thong Cape is a 56-year-old man who has become well known in Madison for riding his scooter around town wearing a thong, a cape (emblazoned with University of Wisconsin colors), something on his head... and nothing else. And he creeped the hell out of people by riding past John F. Kennedy Elementary School on May 16.

But in a news release, Madison police say Thong Cape, who hasn't been identified by name, didn't break any laws.

According to the Wisconsin State Journal, a police sergeant swung by Thong Cape's home to have a brief talk with him after school officials called police about his ride-by.

"He said he exercised poor judgment by going by the school at that time of day, it was unintentional and he just happened to be traveling through the area," police spokesman Joel DeSpain said. "The sergeant told the school staff Thong Cape Scooter Man was free to ride on."

In other words, for better or worse, you can't criminalize bad taste.

I'll take Scott Seekins over this guy any day. Wearing all black or all white is harmless next to the urge to take a brillo pad to my eyes that this guy inspires.

@blacksheep: Thong Cape can wear his get-up at the beach but not on a public street? Madison isn't the only community in the USA that doesn't require its residents to cover themselves neck-to-toe when gallivanting about in public.

@bill.e.goat Yes, he definitely seems to be traveling more 'au naturel' in the second.

I've spent quite a bit of time in Madison, and going thong-less, or some approximation is NOT tolerated.  Maybe he is wearing a flesh toned undergarment that simply is not clearly visible in this photo.

We can only hope.

He is minimally covered. Airlines have had some interesting issues over the clothing people are allowed to wear when they fly.  I wouldn't mind laughing at this guy putt-putt-putting around on his little scooter like this; whereas I would not want to be stuck in the close confines of an airline sitting next to this creepy cross-dressing guy:

But it is a free country. No one is getting hurt. Lets leave the modesty police to sharia law countries, shall we?

I did wonder if any helmet laws might apply though.
