According to authorities, Heuer was working at a volunteer fishing guide for the Lutheran Island Camp in Henning, Minnesota from June 9 to June 21 when the incident occurred.
WCCO, citing the criminal complaint, reports that "a counselor met with the boys separately, and they each gave the same story -- that Heuer would touch them inappropriately and make them touch him sexually. If the boys didn't submit to this act, Heuer would push them out of the boat, said one of the boys."
Investigators believe Heuer knew all of the victims before the June incident. MPR, citing a release from the state Bureau of Criminal Apprehension, reports that Heuer also sexually abused two of the boys during an earlier fishing trip in Aitkin County.
Heuer has been placed on administrative leave by the Mille Lacs Count Sheriff's Department, where he worked for six years. He faces up to 30 years in prison for each of the first-degree charges.
