Joining Bachmann on that esteemed list are eight Republicans and four Democrats. Michele isn't just the only Minnesotan on the list -- she's also the only Congress member from the Midwest to receive the notorious distinction.
CREW's methodology for coming up with the list involves reviewing "media articles, OCE and House Ethics Committee reports, Federal Election Commission reports, court documents, and members' personal financial and travel disclosure forms. We then analyzed that information in light of federal laws and regulations, as well as congressional ethics rules," an explainer on the organization's website says.
In a press release about the rationale for including Bachmann on the list, CREW writes that "Federal and state authorities are investigating illegal activity connected to Rep. Bachmann's 2012 presidential campaign, including improper use of campaign resources to promote her memoir, illegal coordination with a super PAC, and improperly paying campaign staffers from her leadership PAC."
"Additionally, a former campaign staffer alleged the Bachmann campaign refused to pay staffers until they signed confidentiality agreements," the release continues.
But beyond that, Michele's doing a swell job!
Bachmann only has one more crack at making the list, as in May she announced she's retiring for Congress -- for now.
"Rep. Bachmann never had much power, but the little she had, she abused," CREW Executive Director Melanie Sloan said in the release. "Rarely has one candidate's malfeasance attracted so much attention from so many different authorities in such a short period."
