St. Paul PD investigating funny meme pic of officer and passed out man

St. Paul Police spokesman Paul Paulos was recently browsing theCHIVE social media site when he came across the image at the top of this post.

RELATED: Another photo of a St. Paul cop crossdressing as a Muslim woman surfaces

Concerned about the message it conveys, Paulos's department has since begun an investigation into the circumstances surrounding the pic.

Paulos told us the officer in the question is indeed a St. Paul cop.

"The investigation is ongoing at this point," Paulos said. "A photo talks 1,000 words, but you actually have to find out -- is that a friend of his? Was it taken during a call? Is it an act?"

Regardless of whether the photo was staged or not, Paulos suggested it's no laughing matter.

"You have to remember, whether you're on duty or not, that you represent the St. Paul Police Department," Paulos said. "This could fall under 'conduct unbecoming.' There are a set of rules and the chief will have to go off that once the findings are made."

As far how he found the photo, Paulos said "part of our job here in the public information office is to monitor Facebook and other sites the new generation is using."

"It's not supposed to be about 'big brother,' but I think the public has an expectation that we are professional and have integrity."

KSTP, citing "a source within the St. Paul Police Department," reports that the passed out man in the photo is the officer's friend, and the picture was taken as a joke, with the text later added for additional laughs.

One of the best cops I've ever met! Leave him alone. Everyone needs to have fun now and again especially these guys who risk their lives everyday to protect us. Find something else to complain about. Something that actually matters and that you should actually be worried about.

I'm all for Police accountability; but this is definitely taking it too far.

Should he have taken that picture in uniform and put it in the public eye? No.

This might have been unprofessional, but I don't see it as unethical, and it certainly is not illegal.

The fact that taxpayer money is being spent on this truly disturbs me when there are much bigger concerns of police misconduct out there.

In my opinion, the officer should be talked to about taking pictures like this in his uniform and posting them publicly, but the discipline should go no further than that.

at least he's out walking the "beat" unlike the Mpls cops that stay in there warm car and tell you "you shouldn't be DownTown if you cant handle the crime"

The guy is passed out behind the wheel. There is no integrity to defend. This man threatens the lives of ppl we love. Most likely, quite often. Make his behavior & total disregard for our lives a public spectacle. It's a public issue.

I think people that judge, and use the words racism to describe what they see.....are racist! They also are incredibly ignorant! I mean they are the reason why the word that should now be dead, keeps coming back to life. Regardless of what the facts are, this cop is allowed to be human. Its not ok for him to find some enjoyment in his job, just has you did looking this up on your company's time? He's not a robot, and this story is the least of are problems we face today!

Oh man, if the dude In the car was black, and the cop was white. Could you imagine the bs racism that would have become, and how big this would have blown up!

First they are "Horrible" and "mean" then when they show a bit of being human then it's oh they're "unprofessional" wow I think some of you people bitch cause you got nothing better to do or are just dumbass who think they know more about the job then the people who actually DO the job.

This was not of a guy in an accident it was of a guy who got drunk and passed out. He deserves more humiliation then he gets from this photo and frankly I think it's funny. I'm also glad the police found him before he tried to drive more and hurt someone. I give this officer 2 thumbs up*** lol :)

Its sick when EMTs, police or other persons employed by our tax-dollars leak accident photo that include victims, this is no different. Its immature and disrespectful.

If they think that is what will hurt the police department's image they're not trying hard enough to find unbecoming behavior.

So let me get this right, Police officers are not allowed to laugh, joke or get along with anyone besides fellow police officers? I don't see this as a big deal and besides most everyone who lives in St. Paul know the both of them.

For as tough as a police officer's job is, I think it's fine if they want to make light of a silly situation to brighten their moods. Also, this is MILD compared to the way officers speak amongst themselves. Now that shit is "conduct unbecoming". Not this. The SPPD has never been anything but nice to me when I've come in contact with them. Leave them be.

What? Versus the thousands of other videos and photos of cops beating people where the officers get off with no charges? Seems fine to me.

What happened to everyone's sense of humor? It's two friends, perhaps his friend leaked it, or maybe they put on their friends uniform for fun. It's not like it's a person he was arresting. The only shame here is the money being wasted to investigate, along with people having no sense of humor...by the way, you might want to investigate and educate yourself on what the media was like back in the 30's and 40's- they use to plaster dead bodies on the front page and it was no big deal.

EMS are not employed by tax fillers unless it's a city run organization which there are very few. Your knowledge base is disrespectful to yourself and your post makes you sound stupid.
