DFL Rep. Clark says bill requiring swimming instruction in schools is "a civil rights issue"

A bill authored by Rep. Karen Clark, D-Minneapolis, would make Minnesota the first state in the country to require swimming instruction for public school students.

The bill comes on the heels of two recent incidents where Somali students drowned in school pools, but Clark says it's intended to address a problem that goes back decades.

"The racial drowning disparity is a civil rights issue when you come right down to it," Clark tells us. "And one of the reasons African Americans drown is because swimming pools were closed to African American people for many decades. It's a legacy of drowning that's not okay, and we can do something about it."

Clark's bill would add this language to the state's physical educations standards, effective at the beginning of the 2014-15 school year (read the full text here):
The commissioner must include aquatics instruction in the standards for physical education in kindergarten through grade 12. A school site without a pool or without access to a pool within ten miles of the school site at least must provide the students with instruction on water safety, water safety rescue techniques, dry land strokes, kick practice, and buoyancy principles. A person providing aquatics instruction under this paragraph must possess a current certificate from the American Red Cross or YMCA of the U.S.A. lifeguard training program or be equivalently qualified. In addition, the person must be certified in standard first aid and cardiopulmonary resuscitation.
Clark also cited the physical fitness benefits of her bill.

"Public health is very important to me, and swimming is very excellent exercise for youth and adults," Clark says. "We do know that kids who swim tend to do better in their classes."

The Minnesota House Education Policy Committee is scheduled to hold a hearing on the bill today. Clark says she thinks it has broad bipartisan support in the legislature, even if some school districts have cost concerns.

Kirk is right. No WAY this wouldn't cost tons. In a perfect environment you just get a certification and teach but that is like expecting to drive to work with no traffic, stoplights, and perfectly smooth roads. Unrealistic.

I've been both lifeguard and WSI certified, through the Red Cross, the cost of both certifications amounts to $250.....I'm also willing to bet some or all of those fees could be waived if the Red Cross were to come in and provide the training for teachers...

It's obvious that all who disagree with this bill are racist. ;) In all seriousness, I usually loathe government overreaching and micromanagement however a legitimate survival skill such as ability to swim or at least not drown...in the land of 10,000 lakes, with the mighty Mississippi, and flooding here and there every year, does make public safety sense. It can replace kickball in PE class.

I want kids to learn how to swim. When I was in highschool I already knew how to swim, and passed lg training. I learned as a very young child, but I had lessons taught to me at age 4. I became an advanced swimmer early, as such I am still an advanced swimmer. I would love to see swimming more of an importance taught to more kids at a younger age. I grew up in a community were EVERY kid i knew, was a proficient swimmer. Swimming doesnt have to be a boring, tedious or scary experience, if taught well, can be not only rewarding but also life saving.

I think that if your school already has a pool, you are doing a disservice to your students if you don't at least teach them basic swimming techniques. Water safety for those that don't have schools should be fine, no need to throw the kids on the floor and make them all look like they are having a temper tantrum. Everything changes in water, I don't see the point of swimming on land unless you follow it up with a class in the water.

Maybe instead of swimming lessons, they should spend the tax money and teach these animals how to cross intersections properly. You know.....teach them that it is NOT OK to walk right in front of incoming traffic when the traffic has a green light. I can't count how many times I've almost ran over ShaWonda and her 19 kids when they just think that they can cross an intersection whenever they please.
